Scott D. Lovelock

Scott is Optiv Federal’s General Counsel, leading the corporate legal and operations group wherein he manages the Company’s critical compliance and risk areas within the FAR/DFAR, ITAR and other federal regulatory environments, cybersecurity, as well as Facility Security/SCIF, contract risk and compliance, proposal support and the overall business and financial legal/compliance risk areas.  His leadership extends to important projects and certifications including DCAA/DCMA audits/certifications, ISO 9001:2025, CMMC 2.0, CMMI and contract management.

With more than 20 years of private, federal and in-house counsel experience, he is recognized for both business leadership and the ability to deliver practical legal and business solutions and his efforts have played a key role in shaping corporate operations and reducing organizational risk.

 
Scott works closely with all senior managers and corporate stakeholders across the organization, including sales, operations, human resources, and senior management as well as collaborating with external customers, service providers, and government agencies all in pursuit of achieving key corporate goals while fostering an environment of teamwork and shared success.  He is well known for his collaborative leadership style, strategic vision, and commitment to the people and organizations he serves.

A retired military aviator and operations planner, Scott’s logged over 3,800 flight hours, supported numerous critical military operations, and exercises, led diverse teams, and served at multiple command levels, including the Joint Staff (CJCS), Air Force major commands (MAJCOM), and unified combatant command (COCOM) staffs.
